Ryan White


The Ryan White HIV Treatment Modernization Act provides funding for emergency and supportive services to people living with HIV to access and maintain HIV medical care. The Piedmont HIV Health Care Consortium administers the Ryan White program in an eleven county region comprised of: Chatham, Durham, Franklin, Granville, Johnston, Lee, Orange, Person, Vance, Wake and Warren counties.


Congress passed the Ryan White CARE Act in 1990; the first major federal legislative initiative to address the needs of persons living with HIV and their families. Since that time, the Ryan White program has been reauthorized three times, had a name change, and its focus has been narrowed. The Ryan White program emphasizes the delivery of a comprehensive continuum of outpatient care. These funds are intended for short-term emergency assistance that allows the clients to access and maintain HIV medical care.

  • Medical Nutrition Therapy (nutritional counseling with a credentialed dietitian)

  • Substance Abuse Services (outpatient)
  • Non-Medical Case Management
  • Emergency Financial Assistance
  • Food Bank and Home Delivered Meals
  • Translation Services
  • Medical Transportation
  • Psychosocial Support Services (pastoral counseling, non-mental health counseling, and nutritional counseling)
