Regional Planning Efforts Initiated

 

On September 4th, a group of twenty service providers from throughout the region gathered to learn more about the changes coming to the NC HIV service delivery system and discuss how we should respond to these changes.   One of the outcomes was the decision to continue meeting so that we can plan for the coming changes as a community. The second meeting will be Thursday October 2nd from 1-3 pm at the First Presbyterian Church in Durham (305 E. Main Street 27701). Changes Coming to the HIV Service System in North Carolina

 

Since 1991, Ryan White Care Act and most Housing Opportunities for Persons with AIDS (HOPWA) funds have been granted from the state AIDS Care Unit to a number of regional HIV care consortium across the state. The consortia have then coordinated those funds throughout their regions assuring that all HIV positive people in NC have access to these services and that these services are available throughout the state.

 

This system of service delivery will be changing and in April 2010 a new system of service delivery will begin. The new service delivery system is not defined yet, and will most likely vary across the state to meet the unique needs of each area.

 

While we don't know what the new service system will look like, there are some components that will be emphasized in the new system(s):

  • Networks of care working together to meet the community's needs - this may be a number of providers funded through one application or a network of providers linked by strong MOAs
  • Networks need to incorporate all aspects of HIV from prevention through end of life care (even if all aspects are not funded through this application)
  • Strong linkages between emergency assistance and health outcomes
  • Getting people into care quickly, maintaining their health care, and bringing people back into care if they drop out

 

Both Ryan White and HOPWA services will fall under this new service delivery model and both can be included in the same application.

July 1, 2009 - Request for Applications released

 

September 1, 2009 - Applications due

 

April 1, 2010 - New Ryan White program implementation begins

 

July 1, 2010 - New HOPWA program implementation begins
